Senior Property Appraiser Negotiator (City of London)

Closing Date: 02/20/2019

Reports to the Manager IV, Realty Services. Negotiates for the acquisition, disposal and leasing of Corporately-owned property. Supervises the appraisal function of the Realty Services Division as well as the Property Appraiser Negotiator position. Work performed:

  • Negotiates the acquisition of property for all Capital Projects including expropriation, if required.
  • Supervises the appraisal function and the Property Appraiser Negotiator position.
  • Prepares and supervises the preparation of comprehensive appraisals on all types of property using standardized appraisal techniques.
  • Provides expert testimony, review and coordination of appraisal evidence at OMB hearings relating to Land Compensation Matters.
  • Attends at Board of Negotiations mediations and hearings of necessity relative to expropriation.
  • Provides critical review and analysis of all independent appraisals submitted to the City.
  • Presents relative to property matters including acquisitions, sales and recommends policy changes at Standing Committees and Municipal Council.
  • Initiates and drafts reports for Committee and Council for the Manager IV, Realty Services concerning all types of property matters.
  • Responsible for the preparation, budgeting, work allotment, and overseeing the initiation process of expropriation, and monitoring construction with relation to offer conditions on Road Widening Projects.
  • Resolves business loss and damage claims arising from construction in accordance with the provisions of the Expropriations Act.
  • Drafts all legal documents concerning offers of sale, purchase, easements, licences, leases and special use agreements, as required.
  • Communicates with and correlates input from all Corporate Divisions and Local Boards concerning the purchase, retention or disposal of Corporate property.
  • Provides liaison and advice to other Corporate Divisions and Local Boards with regard to matters related to property.
  • Develops and analyses land sale data and supervises the maintenance of data resource base.
  • Organizes and supervises the identification and evaluation of improved properties of the Corporation for insurance and development charge purposes, and defends those values at hearings in conjunction with the Legal Services and the Planning and Development and Compliance Divisions.
  • Performs related duties as assigned.

Real Estate Negotiator/Acquisition Specialist (County of Simcoe)

Closing Date: 02/05/2019

The Real Estate Negotiator/Acquisition Specialist reports to the Manager, Real Estate and is primarily responsible for providing support to the Manager and client departments with real estate needs including research, site selection, negotiation and appraisal for acquisition, and disposal of real property and property rights.

Duties also include preparing reports for internal departments and council, evaluation of reports to assess market value, working with stakeholders including property owners, internal clients and legal services, external consultants such as engineers, real estate agents, appraisers, surveyors etc. This position is regarded as the subject matter expert in real estate services and negotiations, and may be required to work outside of typical business hours to attend Public Information Sessions and complete negotiations at the convenience of client schedules. The position will act as a resource to, and implement directives of the Manager, Real Estate.

Senior Agreements Specialist

Real Property Valuation Co-ordinator (Hamilton, ON)

If you are an accredited appraiser with expertise in real estate and real property valuation, consider joining the City of Hamilton in this 18-month temporary, full-time position. Reporting to the Manager, Real Estate, you will be responsible for the co-ordination, administration and operation of the Real Property Valuation Team, including staff supervision. You will also play a hands-on role by preparing appraisals and written reports of value, or securing qualified, independent, 3rd party valuations, for the acquisition, disposal, lease/licence, and/or development of complex, high-value and politically sensitive City property interests. Project managing specific departmental and corporate initiatives such as parkland dedication policy will be among your other key duties. The following profile makes you uniquely qualified for the role of Real Property Valuation Co-ordinator:

  • You are a member of the Appraisal Institute of Canada with an Accredited Appraiser Canadian Institute designation.
  • You have proven knowledge in real estate and real property valuation, normally acquired through completion of a university degree in Economics, Geography or Land Use Planning, Commerce, Business, Finance or another related discipline, or a combination of another degree and relevant work experience.
  • You possess several years of progressively responsible and diversified experience in real estate appraisal, negotiation, and portfolio management (preferably with experience pursuant to the Expropriations Act) of real estate, as well as experience in dealing with the public.
  • You have both an ability and experience in planning, assigning and co-ordinating the work of subordinates in a work team environment.
  • You have the excellent verbal and written communication skills and strong interpersonal skills required to relate effectively with peers, all levels of management, business clients, Council and the media, and to express ideas effectively, orally, in writing and through formal presentations.
  • You demonstrate the ability to manage, supervise and balance a number of projects simultaneously while meeting deadlines.
  • You hold a valid Class G driver's licence and have access to a vehicle for use on the job.
